MANILA, Philippines — The Philippine National Police–Highway Patrol Group (PNP–HPG) has warned the public against individuals and organizations falsely claiming to be police volunteers and soliciting payments for identification cards, uniforms, and memberships.

In a statement Friday, the PNP–HPG said it has received verified reports that some groups have been charging ₱350 for an ID card and ₱750 for a uniform while claiming affiliation with the unit.

“These activities are illegal, fraudulent, and not sanctioned by the PNP–HPG in any capacity,” the unit said.

The agency stressed it has not authorized any private group to collect such fees unless the activity is formally approved and announced through its verified communication channels.

The PNP–HPG identified several groups allegedly using its name, logo, and insignia without permission, including multiple “HPG FMI” chapters in Cavite, Laguna, Rizal, Nueva Vizcaya, and other provinces, as well as online entities such as “BETSKIE/motovlog” and “FMI HPG Group of Volunteers.”

Records show that Highway Patrol Group 4A Force Multipliers, Inc., one of the named organizations, was registered in 2010 in Calamba, Laguna. However, the PNP–HPG said there is no record of secondary licenses, accreditations, or national authority allowing it—or similarly named groups—to operate in other regions.

The unit said legal action is underway and criminal charges will be filed against those involved in the scheme.

“We remain committed to safeguarding the integrity of our organization and protecting the public from fraud,” the PNP–HPG said. “Let us work together to stop these schemes and protect our communities.” /jpv
