MANILA, Philippines — The National Police Commission (Napolcom) has ordered the reversal of the assignment of the Philippine National Police’s (PNP) deputy chief for administration, its second highest post.
Then–Deputy Chief for Administration Lt. Gen. Jose Melencio Nartatez Jr. was designated as Area Police Command (APC) Western Mindanao commander in a PNP national headquarters order issued last Aug. 6.
The same order appointed then–APC Western Mindanao Commander Lt. Gen. Bernard Banac as PNP deputy chief for administration.
A copy of Napolcom Resolution 2025-0531 dated Aug. 14, obtained by reporters, showed that the commission wanted to reinstate Nartatez as deputy chief for administration and Banac as APC Western Mindanao commander.
“The Napolcom hereby directs the PNP to immediately issue corresponding orders implementing the above designations, assignments and reassignments,” the resolution read.
“Any designation, assignments [and] reassignments without prior review and confirmation of the Napolcom shall be deemed ineffective,” it added. “Non-compliance with the requirements herein prescribed shall subject accountable officers to administrative sanctions.”
Atty. Rafael Calinisan, Napolcom vice chairperson and executive officer, confirmed the authenticity of the document in a message to INQUIRER.net on Friday.
A source in the PNP — who requested anonymity — told reporters in Camp Crame that no changes have been made to the police force’s assignments since it has yet to issue orders following the Napolcom resolution.

Napolcom Resolution 2025-0531 also directed the transfer of the following officers:
In the resolution, Napolcom cited its authority to exercise administrative control and operational supervision over the PNP under Republic Act 6975, or the Department of the Interior and Local Government (DILG) Act.
It further noted that, while RA 6975 gives the PNP chief the authority to direct personnel deployment, the law also defines the Napolcom’s “administrative control” as including the power to review, approve, reverse, or modify personnel-related plans.
